	Insert a new bill section to read:                                            
   "* Section 1.  LEGISLATIVE INTENT RELATED TO SECTION                      
3.  It is the intent of the legislature that the division of motor vehicles    
of the Department of Public Safety consult with dog mushing                    
organizations when designing special request plates authorized by sec.         
3 of this Act."

	Delete "Section 1."                                                         
	Insert "Sec. 2."                                                            
                                                                               
Page 1, after line 9:                                                          
	Insert a new bill section  to read:                                           
   "* Sec. 3.  AS 28.10.421(d) is amended by adding a new paragraph          
to read:                                                                       
		(16)  special request dog mushing plates                        $50         
plus the fee required for that vehicle under (b)(1) or (2) of this            
section; the fee required by this paragraph shall be collected only            
on the first issuance and on the replacement of special request                
plates; the commissioner of administration shall separately account            
for the fees received under this paragraph that the department                 
deposits in the general fund; notwithstanding (g) of this section,             
the annual estimated balance in the account that is in excess of the           
cost of issuing special request plates may be appropriated by the              
legislature for the support of programs benefiting dog mushing."               
                                                                               
Renumber the following bill section accordingly.                               
                                                                               
Representative Davies moved and asked unanimous consent that                   
Amendment No. 1 be adopted.
